Unlocking Efficiency in Digital Governance: The Next Big Reform

However, digitisation has addressed only one part of the problem: the submission of applications. The approval process in many government departments continues to suffer from prolonged delays, manual interventions, and a lack of accountability. As a result, while applications are filed online, decisions are often delayed for weeks or even months, defeating the very purpose of digital governance.

The absence of statutory timelines for processing online applications creates uncertainty for citizens, businesses, and institutions. Delayed approvals can disrupt healthcare facilities, delay business operations, and increase compliance costs. More importantly, when there is no fixed timeline or transparent monitoring mechanism, prolonged delays may create opportunities for discretionary decision-making and undermine public confidence in the system.

India now requires a Right to Time-Bound Digital Governance, a framework that ensures every digital application is processed within a prescribed time limit. Such a framework should include real-time application tracking, clearly defined service delivery timelines, automatic escalation of delayed cases to higher authorities, mandatory written reasons for rejection, and public dashboards displaying department-wise processing performance.

Digitisation should not merely replace paper forms with online portals; it should transform the quality, speed, and accountability of public service delivery. The success of digital governance should be measured not by the number of online applications submitted, but by how efficiently and transparently those applications are processed.

As India continues its journey toward becoming a digitally empowered nation, the next phase of reform must ensure that every digital service is time-bound and accountable. Only then will digital governance truly deliver on its promise of efficiency, transparency, and citizen-centric administration.
